The sequence, done properly
Edges and transitions get milled so the new course lands flush against garages, walks, curbs, and drains instead of building a lip. Failed spots get cut out and rebuilt first, because an overlay bridges nothing for long. Cracks get cleaned and filled to slow reflection. The surface gets tack coat, the bonding layer that makes two courses behave as one, and then the paver lays the new mat, rolled to density. Skip any of those steps and the overlay announces it within two winters.
When overlay is the wrong answer
Overlaying a failed base is renting time, not buying pavement. Widespread alligatoring, pumping soft spots, and standing-water grades all telegraph through a new mat quickly. Our assessment probes the base and reads the failure patterns, and roughly half the surfaces we are asked to overlay get an honest replacement recommendation instead, with the reasoning written down. The other half get a genuinely excellent deal, which is the point of knowing the difference.
Parking areas and mixed jobs
Overlay economics shine brightest at commercial scale: a tired but structurally sound lot gets a new surface in a day or two of phased work without closing the business. We stage by sections, keep access lanes open, and re-stripe on the fresh mat. Homeowners with large parking areas, multi-car courts, and shared lanes get the same phased approach scaled down.
